Honorary Assistant Bishops
Each Honorary Assistant Bishop holds the Bishop’s Commission
for one of two reasons: that (a) he is the currently serving bishop
in office of a Church or Diocese on the Continent in Communion with
the Church of England, or (b) that for some other reason or expertise
the Bishop has invited him to accept his Commission to minister as a
bishop in our Diocese.
Chaplains may approach honorary assistant bishops direct to invite
their involvement in a liturgical celebration or pastoral activity.
The archdeacon should be informed. A chaplain who wishes a bishop whose
name is not on this list to be invited to minister (whether currently
in office or retired), should inform the diocesan Bishop who will write
to invite the bishop in question.
The Diocesan Handbook has the following at C1(j):
From time to time the diocesan Bishop commissions honorary assistant
bishops to share with him and the Suffragan bishop in Episcopal ministry
in the Diocese. The assistant bishops (which include the serving Anglican
bishops in Continental Europe – COABICE) may accept invitations
from chaplains to confirm or preside at worship without further recourse
to the diocesan Bishop.
A chaplain who wishes to invite to minister in a particular chaplaincy
any bishop in communion who is not already an honorary assistant bishop
of this Diocese, should note that they should ask the diocesan Bishop
to invite the bishop in question to minister as requested.
Chaplaincies are liable for the travel costs and other expenses of
any honorary assistant bishop whom they invite to minister in the
chaplaincy.

Vicars General
Under Section 12 (a) of the Diocesan Constitution, “The diocesan
Bishop may at his discretion appoint one or more vicars-general to assist
him in the administration of the Diocese.
In his licence to a vicar general the diocesan Bishop may delegate
any or all of the following functions —
- the issuing of letters of appointment to chaplains;
- the issuing, in the Bishop's name, of licences and permissions
to officiate to priests, deacons, deaconesses, lay workers and readers;
- the instituting of chaplains in the absence of the Bishop or archdeacon;
- the issuing of faculties for alterations, additions and repairs
to the fabric and ornaments of churches and to churchyards;
- the holding of visitations on behalf of the diocesan Bishop.
Where any function specified in a licence requires the application
of the Bishop’s seal to a document, that seal shall be affixed
and the document shall be executed by the vicar general authorised by
the licence to discharge that function.
During the vacancy of any archdeaconry, the diocesan Bishop shall appoint
either a vicar general or some other person in priests orders to carry
out the duties of the archdeacon.”
